sys/dev: further adoption of SPDX licensing ID tags.Mainly focus on files that use BSD 2-Clause license, however the tool Iwas using misidentified many licenses so this was mostly a manual - errorprone - task. The Software Package Data Exchange (SPDX) group provides a specificationto make it easier for automated tools to detect and summarize well knownopensource licenses. Split /dev/nvram driver out of isa/clock.c for i386 and amd64. I have notrefactored it to be a generic device.Instead of being part of the standard kernel, there is now a 'nvram' devicefor i386/amd64. It is in DEFAULTS like io and mem, and can be turned offwith 'nodevice nvram'. This matches the previous behavior when it wasfirst committed.
