The syslog door is opened and tested to see if syslogd is ok. If not ok
and if requested (LOG_CONS flag set), the syslog is done to console.

The syslog door is opened and tested to see if syslogd is ok. If not ok
and if requested (LOG_CONS flag set), the syslog is done to console.

The test is not needed in case the log to console is not requested. The
order is changed to prevent this open.
