- Revert an x86 commit that went into 6.15 and caused idle power, including power in suspend-to-idle, to rise rather dramatically on systems booting with "nosmt" in the kernel command line (Rafael Wysocki)
- Prevent freeing an uninitialized pointer in error path of dt_idle_state_present() in the PSCI cpuidle driver (Dan Carpenter)
- Use KHz as the nominal_freq units in get_max_boost_ratio() in the ACPI cpufreq driver (iGautham Shenoy)

Introduce a Rust-based implementation of the cpufreq-dt driver, covering most of the functionality provided by the existing C version. Some features, such as retrieving platform data from `cpufreq-dt-platdev.c`, are still pending.
The driver has been tested with QEMU, and frequency scaling works as expected.

Note that this recreates Linus merge in 96c84703f1cf ("Merge tag 'drm-next-2025-01-17' of https://gitlab.freedesktop.org/drm/kernel") because I didn't want to backmerge a random point in the merge window.
