mips: Add -std= flag specified in KBUILD_CFLAGS to vdso CFLAGS
GCC 15 changed the default C standard dialect from gnu17 to gnu23, which should not have impacted the kernel because it explicitly requests the gnu11 standard in the main Makefile. However, mips/vdso code uses its own CFLAGS without a '-std=' value, which break with this dialect change because of the kernel's own definitions of bool, false, and true conflicting with the C23 reserved keywords.
include/linux/stddef.h:11:9: error: cannot use keyword 'false' as enumeration constant 11 | false = 0, | ^~~~~ include/linux/stddef.h:11:9: note: 'false' is a keyword with '-std=c23' onwards include/linux/types.h:35:33: error: 'bool' cannot be defined via 'typedef' 35 | typedef _Bool bool; | ^~~~ include/linux/types.h:35:33: note: 'bool' is a keyword with '-std=c23' onwards
Add -std as specified in KBUILD_CFLAGS to the decompressor and purgatory CFLAGS to eliminate these errors and make the C standard version of these areas match the rest of the kernel.

Merge tag 'timers-vdso-2025-03-23' of git://git.kernel.org/pub/scm/linux/kernel/git/tip/tip
Pull VDSO infrastructure updates from Thomas Gleixner:
- Consolidate the VDSO storage
The VDSO data storage and data layout has been largely architecture specific for historical reasons. That increases the maintenance effort and causes inconsistencies over and over.
There is no real technical reason for architecture specific layouts and implementations. The architecture specific details can easily be integrated into a generic layout, which also reduces the amount of duplicated code for managing the mappings.
Convert all architectures over to a unified layout and common mapping infrastructure. This splits the VDSO data layout into subsystem specific blocks, timekeeping, random and architecture parts, which provides a better structure and allows to improve and update the functionalities without conflict and interaction.
- Rework the timekeeping data storage
The current implementation is designed for exposing system timekeeping accessors, which was good enough at the time when it was designed.
PTP and Time Sensitive Networking (TSN) change that as there are requirements to expose independent PTP clocks, which are not related to system timekeeping.
Replace the monolithic data storage by a structured layout, which allows to add support for independent PTP clocks on top while reusing both the data structures and the time accessor implementations.

As the Makefile is included into other Makefiles it can not be used to define objects to be built from the current source directory. However the generic datastore will introduce such a local source file. Rename the included Makefile so it is clear how it is to be used and to make room for a regular Makefile in lib/vdso/.
