Rever the previous changes. It turns out that it perfectly correct
for a makefile to set 'NO_MAN=' when the makefile is for a program
that will not create a man page.

Perform a major cleanup of the usr.sbin Makefiles.
These are not perfectly in agreement with each other style-wise, but they
