hyperv: Build and install where supported
Remove the hard-coded dependency on HYPERV being only x86. Instead, 100% rely on MK_HYPERV. It's always right (since it's marked BROKEN (so set to "no") on architectures we don't support).

ndis(4): remove as previous announced
nids(4) was a clever idea in the early 2000's when the market was flooded with 10/100 NICs with Windows-only drivers, but that hasn't been the case for ages and the driver has had no meaningful maintenance in ages. It only supports Windows-XP era drivers.
Also remove: - ndis support from wpa_supplicant - ndiscvt(8)

The wl(4) driver supports pre-802.11 PCCard wireless adapters that are slower than 802.11b. They do not work with any of the 802.11 framework and the driver hasn't been reported to actually work in a long time.

Remove the si(4) driver and sicontrol(8) for Specialix serial cards.
The si(4) driver supported multiport serial adapters for ISA, EISA, and PCI buses. This driver does not use bus_space, instead it depends on direct use of the pointer returned by rman_get_virtual(). It is also still locked by Giant and calls for patch testing to convert it to use bus_space were unanswered.
