The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

No functional change intended.

pathchk: Ensure bytes >= 128 are considered non-portable characters.

This was not broken on architectures such as ARM where char is unsigned.

Also, remove the first non-portable character from the

When stat(2) fails, put the name of the component it failed on in the
warning message as well as the path argument.
