We've ifdef'd out the copyright strings for some time now. Go ahead and
remove the ifdefs. Plus whatever other detritis was left over from other
recent removals.

are largely from CSRG's attempt at adding their copyright to every
binary file (which modern interpretations of the license doesn't

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

Special thanks to Wind River for providing access to "The Duke of
Highlander" tool: an older (2014) run over FreeBSD tree was useful as a
starting point.

Spell -t option's argument by name.

Fix usage string.

Allow the -c -f file options to actually execute.

When opening a trace file, open O_NONBLOCK so that ktrace doesn't stall
if the target is a fifo. After opening a trace file, check that it is a
regular file, and if not, return an error.

Do not start err(3) strings with uppercase nor dot terminate them.
Standard sccsid[] area according to style(9).

Consistently use FBSDID

Warnings fix; ANSIfy, constify, mark unused function parameter(s).

1) Clean up vendor and ID strings.
2) include stdlib.h for atoi.
3) staticise and constify.
4) add some missing prototypes.
5) add some parens to keep gcc happy.
