fibs_test: Mark same_ip_multiple_ifaces_fib0 as expected to fail

The test relies on being able to assign the same interface address to
two different tap interfaces; it then removes one of the addres

The test relies on being able to assign the same interface address to
two different tap interfaces; it then removes one of the addresses,
which at one point would trigger a kernel panic.

Since 361a8395f0b0 it is not possible to assign an address multiple
times this way, so the test fails. Just mark it as expected to fail for
now: if the kernel's behaviour here changes again, this test might be a
useful seatbelt.

This test was created together with the bug, however after fixing commit
9fdbf7eef5c0 it was not enabled. Also, the test has a mistake: the second

first run. Workaround that by running the second run in a separate pair

on the behavior.

Provide option to specify -nn twice to have a completely numeric
output of the routing tables.

The tests previously expected the invoker to pass a list of FIBs to use.
However, they now run in separate VNET jails, so we can simply expand
the FIB arra

The tests previously expected the invoker to pass a list of FIBs to use.
However, they now run in separate VNET jails, so we can simply expand
the FIB array as needed in each test. Modify each test to simply set
net.fibs as needed and grab FIB numbers starting at 1.

A number of tests were also broken by commit 9206c7996198
("usr.bin/netstat: -n should not print symbolic names"), so fix those.

Fix back-to-back runs of sys/netinet/fibs_test;slaac_on_nondefault_fib6

This test was failing if run twice because rtadvd takes too long to die.
The rtadvd process from the first run was still running when the
second run created its interfaces. The solution is to use SIGKILL during
the cleanup instead of SIGTERM so rtadvd will die faster.

While I'm here, randomize the addresses used for the test, which makes bugs
like this easier to spot, and fix the cleanup order to be the opposite of
the setup order

interface's FIB only. In in6_lltable_rtcheck, use a per-fib ND6
cache instead of a single cache.
