targets/Makefile.inc skip updates
When PKG_METHOD is "no" or "none" we should *not*
attempt to update Makefile.depend.

Update dirdeps.mk and gendirdeps.mk
The env space consumed by exporting all libc's .meta files
left little room for command line,
so unexport when done.

Add META_MODE support.
Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.
