tcp: Prevent setting of ECN bits with setsockopt()

setsockopt() grants full access to the deprecated
TOS byte. For TCP, mask out the ECN codepoint, so that
only the DSCP portion can be adjusted.

carp: Set DSCP value CS7

Update carp to set DSCP value CS7(Network Traffic) in the flowlabel field of
packets by default. Currently carp only sets TOS_LOWDELAY in IPv4 which was
deprecated in 1998.

Update carp to set DSCP value CS7(Network Traffic) in the flowlabel field of
packets by default. Currently carp only sets TOS_LOWDELAY in IPv4 which was
deprecated in 1998. This also implements sysctl that can revert carp back to
it's old behavior if desired.

This will allow implementation of QOS on modern network devices to make sure
carp packets aren't dropped during interface contention.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

Special thanks to Wind River for providing access to "The Duke of
Highlander" tool: an older (2014) run over FreeBSD tree was useful as a
starting point.

performed on aligned region. On ARM processor, this led to alignment fault

This was due to instructions which do not support unaligned access,
whereas for __alignment(2) compiler replaced ldmia/stmia with some
logically equivalent memcpy operations.
In fact, the assumption that 'struct ip' is always 4-byte aligned
is definitely false, as we have no impact on data alignment of packet
stream received.

Another possible solution would be to explicitely perform memcpy()
on objects of 'struct ip' type, which, however, would suffer from
performance drop, and be merely a problem hiding.

Please, note that this has nothing to do with
ARM32_DISABLE_ALIGNMENT_FAULTS option, but is related strictly to
compiler behaviour.
