Move most of the contents of opt_compat.h to opt_global.h.

opt_compat.h is mentioned in nearly 180 files. In-progress network
driver compabibility improvements may add over 100 more so this is
closer to "just about everywhere" than "only some files" per the
guidance in sys/conf/options.

Keep COMPAT_LINUX32 in opt_compat.h as it is confined to a subset of
sys/compat/linux/*.c. A fake _COMPAT_LINUX option ensure opt_compat.h
is created on all architectures.

Move COMPAT_LINUXKPI to opt_dontuse.h as it is only used to control the
set of compiled files.

sysv_{ipc|shm}: update the NetBSD VCS tags to match nearer our files.

Both files originated in NetBSD:

sysv_ipc.c CVS 1.9:
Most of their changes don't apply to us as we already have similar
changes. This is a better reference for future merges.

sysv_shm.c CVS 1.39:
Most of their changes don't apply to our code but interestingly this
revision merged our changes and is a better point for reference.

Move the VCS tags to the position recommended in our committers guide
(section 8),

No functional change.

sys/kern: adoption of SPDX licensing ID tags.

Mainly focus on files that use BSD 2-Clause license, however the tool I
was using misidentified many licenses so this was mostly a manual - error
prone - task.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

Change the ABI of some of the structures used by the SYSV IPC API:
- The uid/cuid members of struct ipc_perm are now uid_t instead of unsigned
short.
- The gid/cgid members of struct ipc_perm are now gid_t instead of unsigned
short.
- The mode member of struct ipc_perm is now mode_t instead of unsigned short
(this is merely a style bug).
- The rather dubious padding fields for ABI compat with SV/I386 have been
removed from struct msqid_ds and struct semid_ds.
- The shm_segsz member of struct shmid_ds is now a size_t instead of an
int. This removes the need for the shm_bsegsz member in struct
shmid_kernel and should allow for complete support of SYSV SHM regions
>= 2GB.
- The shm_nattch member of struct shmid_ds is now an int instead of a
short.
- The shm_internal member of struct shmid_ds is now gone. The internal
VM object pointer for SHM regions has been moved into struct
shmid_kernel.
- The existing __semctl(), msgctl(), and shmctl() system call entries are
now marked COMPAT7 and new versions of those system calls which support
the new ABI are now present.
- The new system calls are assigned to the FBSD-1.1 version in libc. The
FBSD-1.0 symbols in libc now refer to the old COMPAT7 system calls.
- A simplistic framework for tagging system calls with compatibility
symbol versions has been added to libc. Version tags are added to
system calls by adding an appropriate __sym_compat() entry to
src/lib/libc/incldue/compat.h. [1]

Eliminate now-unused SUSER_ALLOWJAIL arguments to priv_check_cred(); in
some cases, move to priv_check() if it was an operation on a thread and
no other flags were present.

Eliminate caller-side jail exception checking (also now-unused); jail
privilege exception code now goes solely in kern_jail.c.

We can't yet eliminate suser() due to some cases in the KAME code where
a privilege check is performed and then used in many different deferred
paths. Do, however, move those prototypes to priv.h.

For now, back out sysv_ipc.c:1.30, which caused shmget() with odd mode
arguments to fail. The mode field for shmget() appears to have undefined
meaning in the context of an already-present IPC object, but applications
appear to assume any arbitrary passed value will be ignored. I had hoped
to revisit this more quickly, but am removing the change for now to
prevent toe-stubbing.
