Adjust function definitions in kern_dtrace.c to avoid clang 15 warnings
With clang 15, the following -Werror warnings are produced:
sys/kern/kern_dtrace.c:64:18: error: a function declaration without a prototype is deprecated in all versions of C [-Werror,-Wstrict-prototypes] kdtrace_proc_size() ^ void sys/kern/kern_dtrace.c:87:20: error: a function declaration without a prototype is deprecated in all versions of C [-Werror,-Wstrict-prototypes] kdtrace_thread_size() ^ void
This is because kdtrace_proc_size() and kdtrace_thread_size() are declared with (void) argument lists, but defined with empty argument lists. Make the definitions match the declarations.

sys/kern: adoption of SPDX licensing ID tags.
Mainly focus on files that use BSD 2-Clause license, however the tool I was using misidentified many licenses so this was mostly a manual - error prone - task.
The Software Package Data Exchange (SPDX) group provides a specification to make it easier for automated tools to detect and summarize well known opensource licenses. We are gradually adopting the specification, noting that the tags are considered only advisory and do not, in any way, superceed or replace the license texts.

Sprinkle __read_frequently on few obvious places.
Note that some of annotated variables should probably change their types to something smaller, preferably bit-sized.
