Replace priorities specified by a base priority and some hardcoded offset value by symbolic constants. Hardcoded offsets prevent changing the difference between priorities without changing their relative ordering, and is generally a dangerous practice since the resulting priority may inadvertently belong to a different selection policy's range.
Since RQ_PPQ is 4, differences of less than 4 are insignificant, so just remove them. These small differences have not been changed for years, so it is likely they have no real meaning (besides having no practical effect). One can still consult the changes history to recover them if ever needed.
No functional change (intended).

Commit ed03776ca7f4 enabled the vnet front end macros. As such, for kernels built with the VIMAGE option will malloc data and initialize locks on a per-vnet basis, typically via a VNET_SYSINIT().
This patch adds VNET_SYSUNINIT() macros to do the frees of the per-vnet malloc'd data and destroys of per-vnet locks. It also removes the mtx_lock/mtx_unlock calls from nfsrvd_cleancache(), since they are not needed.

nfsd: Prepare the NFS server code to run in a vnet prison
This patch defines null macros that can be used to apply the vnet macros for global variables and SYSCTL flags. It also applies these macros to many of the global variables and some of the SYSCTLs. Since the macros do nothing, these changes should not result in semantics changes, although the changes are large in number.
The patch does change several global variables that were arrays or structures to pointers to same. For these variables, modified initialization and cleanup code malloc's and free's the arrays/structures. This was done so that the vnet footprint would be about 300bytes when the macros are defined as vnet macros, allowing nfsd.ko to load dynamically.
I believe the comments in D37519 have been addressed, although it has never been reviewed, due in part to the large size of the patch. This is the first of a series of patches that will put D37519 in main.
Once everything is in main, the macros will be defined as front end macros to the vnet ones.

When the code was ported to Mac OS/X, mbuf handling functions were converted to using the Mac OS/X accessor functions. For Free

When the code was ported to Mac OS/X, mbuf handling functions were converted to using the Mac OS/X accessor functions. For FreeBSD, they are a simple set of macros in sys/fs/nfs/nfskpiport.h. Since porting to Mac OS/X is no longer a consideration, replacement of these macros with the code generated by them makes the code more readable. When support for external page mbufs is added as needed by the KERN_TLS, the patch becomes simpler if done without the macros.
This patch should not result in any semantic change.

Also, make all the counts uint64_t and add a vers field at the beginning, so that future revisions can easily be implemented. There is code in place to handle the old vesion of the nfsstats structure for backwards binary compatibility.
Subsequent commits will update nfsstat(8) to use the new fields.
