Remove now-redundant calls to device_delete_child

Garbage collect IFCAP_POLLING_NOCOUNT. It wasn't used since very
beginning of polling(4). The module always ignored return value
from driver polling handler.

Make this compile with DEVICE_POLLING set.

smc_poll had the wrong prototype. It returns 0 as it does not check
anything but submits a taskqueue.
