Remove now-redundant calls to device_delete_child
Deleting a child explicitly before calling bus_generic_detach is now redundant, so remove those calls and rely on bus_generic_detach to delete child

Garbage collect IFCAP_POLLING_NOCOUNT. It wasn't used since very beginning of polling(4). The module always ignored return value from driver polling handler.

The Software Package Data Exchange (SPDX) group provides a specification to make it easier for automated tools to detect and summarize well known opensource licenses. We are gradually adopting the specification, noting that the tags are considered only advisory and do not, in any way, superceed or replace the license texts.

Make this compile with DEVICE_POLLING set.
smc_poll had the wrong prototype. It returns 0 as it does not check anything but submits a taskqueue.
