The public bus_release_resource() API still accepts both forms, but
the internal kobj method no longer passes the arguments.

Now that the upper layers all go through a layer to tie into these

Now that the upper layers all go through a layer to tie into these
information functions that translates an sbuf into char * and len. The
current interface suffers issues of what to do in cases of truncation,
etc. Instead, migrate all these functions to using struct sbuf and these
issues go away. The caller is also in charge of any memory allocation
and/or expansion that's needed during this process.

Create a bus_generic_child_{pnpinfo,location} and make it default. It
just returns success. This is for those busses that have no information
for these items. Migrate the now-empty routines to using this as
appropriate.

Document these new interfaces with man pages, and oversight from before.

Use it in preparation for a general review of all nodes.

This is non-functional change that adds annotations to SYSCTL_NODE and
SYSCTL_PROC nodes using one of the soon-to-be-required flags.

Mark all obvious cases as MPSAFE. All entries that haven't been marked
as MPSAFE before are by default marked as NEEDGIANT

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

When detaching device trees parent devices must be detached prior to
detaching its children. This is because parent devices can have
pointers to the child devices in their softcs which are not
invalidated by device_delete_child(). This can cause use after free
issues and panic().

Device drivers implementing trees, must ensure its detach function
detaches or deletes all its children before returning.

While at it remove now redundant device_detach() calls before
device_delete_child() and device_delete_children(), mostly in
the USB controller drivers.

This is step one in migrating rman to use uintmax_t for resources instead of
u_long.

Going forward, this could feasibly be used to specify architecture-specific
definitions of resource ranges, rather than baking a specific integer type into
the API.

This change has been broken out to facilitate MFC'ing drivers back to 10 without
breaking ABI.
