The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

Remove BUS_DMA_WAITOK from bus_dma_tag_create() invocations as it's
no valid flag there.

Use bus_get_dma_tag() to obtain the parent DMA tag so le(4) works on
platforms requiring this.

- Add C-bus and ISA front-ends for le(4) so it can actually replace
lnc(4) on PC98 and i386. The ISA front-end supports the same non-PNP
network cards as lnc(4) did and additionally a couple of P

from sys/i386/conf/NOTES and sys/pc98/conf/NOTES as there's a common
one in sys/conf/NOTES.
