manuals: Fix "skipping end of block" .Ed errors

While doing the sweep, split global and per-VNET initializers.

Getting rid of pr_init allows to achieve several things:
o Get rid of ifdef's that protect against double foo_init() when
both INET and INET6 are compiled in.
o Isolate initializers statically to the module they init.
o Makes code easier to understand and maintain.

the domain is universally applicable as most of them are. Keeping
fully-initialized and registered domains around that physically can't
work on a large majority of FreeBSD deployments is sub-optimal and leads
to errors that aren't consistent with the reality of why the socket
can't be created (e.g. ESOCKTNOSUPPORT) because such scenario has to be
caught upon pru_attach, at which point kicking back the more-appropriate
EAFNOSUPPORT would seem weird.

The initial consumer of this will be hvsock, which is only available on
HyperV guests.

The pr_destroy field does not allow us to run the teardown code in a
specific order. VNET_SYSUNINITs however are doing exactly that.
Thus remove the VIMAGE conditional field from the domain(9) proto

The pr_destroy field does not allow us to run the teardown code in a
specific order. VNET_SYSUNINITs however are doing exactly that.
Thus remove the VIMAGE conditional field from the domain(9) protosw
structure and replace it with VNET_SYSUNINITs.
This also allows us to change some order and to make the teardown functions
file local static.
Also convert divert(4) as it uses the same mechanism ip(4) and ip6(4) use
internally.

Slightly reshuffle the SI_SUB_* fields in kernel.h and add a new ones, e.g.,
for pfil consumers (firewalls), partially for this commit and for others
to come.
