rc.d: add a service jails config to all base system services
This gives more permissions to services (e.g. network access to services which require this) when they are started as an automatic service jail.
The sshd patch is important for the sshd-related functionality as described in the man-page in the service jails part.
The location of the added env vars is supposed to allow overriding them in rc.conf, and to hard-disable the use of svcj for some parts where it doesn't make sense or will not work.
Only a subset of all of the services are fully tested (I'm running this since more than a year with various services started as service jails). The untested parts should be most of the time ok, in some edge-cases more permissions are needed inside the service jail. Differential Revision: https://reviews.freebsd.org/D40371

No functional change intended.
I adjusted the commit message and did some final clean-ups of the patch before committing.

os-release: Quote variables as documented in the manual
Variables must be quoted if they contain non-alphanumeric characters.
Warner noted in the review that the lack of quoting causing problems here is rather an edge case. I believe that it's worth adding the quotes here anyway because this is what the specification says and there is no good reason not to follow it.

Create /etc/os-release file.
Each boot, regenerate /var/run/os-release based on the currently running system. Create a /etc/os-release symlink pointing to this file (so that this doesn't create a new reason /etc can not be mounted read-only).
This is compatible with what other systems do and is what the sysutil/os-release port attempted to do, but in an incomplete way. Linux, Solaris and DragonFly all implement this natively as well. The complete standard can be found at https://www.freedesktop.org/software/systemd/man/os-release.html
Moving this to the base solves both the non-standard location problem with the port, as well as the lack of update of this file on system update.
