Implement new libusb v2.0 API function, libusb20_dev_get_stats().

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

Merge ^/head r307736 through r308146.

Fix libusb20_dev_get_desc(3) to use the "vendor product" order, not
"product vendor". This is consistent with how it's generally done.
The ordering is visible eg in usbconfig(8) output.
