pkgbase: Create a FreeBSD-utilities package and make it the default one
The default package use to be FreeBSD-runtime but it should only contain binaries and libs enough to boot to single user and repair the system, it is also very handy to have a package that can be tranform to a small mfsroot. So create a new package named FreeBSD-utilities and make it the default one. Also move a few binaries and lib into this package when it make sense. Merge the projects/release-pkg branch to head.
This allows packaging the base system with pkg(8), including but not limited to providing the ability to provide upstream binary update possibilities for non-tier-1 architectures.
This merge is a requirement of the 11.0-RELEASE, and as such, thank you to everyone that has tested the project branch.
Documentation in build(7) etc. is still somewhat sparse, but updates to those parts will follow.

Move my simple logging API to a separate library. It is now already used by hastctl(8), hastd(8) and auditdistd(8) and will soon be also used by casperd(8) and its services. There is no documentation and pjdlog.h header file is not installed in /usr/include/ to keep it private. Unfortunately we don't have /lib/private/ at this point, only /usr/lib/private/, so the library is installed in /lib/.
