libc: further adoption of SPDX licensing ID tags.

Mainly focus on files that use BSD 2-Clause license, however the tool I
was using mis-identified many licenses so this was mostly a manual - error
prone - task.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

# 99330f83 21-Sep-2002 Tim J. Robbins <tjr@FreeBSD.org>

Remove unnecessary #include <assert.h>; it was used to bring in the
_DIAGASSERT macro on NetBSD, but we don't need it.

# 333fc21e 22-Mar-2002 David E. O'Brien <obrien@FreeBSD.org>

Fix the style of the SCM ID's.
I believe have made all of libc .c's as consistent as possible.

# 5864b79c 24-May-2001 David E. O'Brien <obrien@FreeBSD.org>

Make the rcsid and FreeBSD IDs more sane in the wcs* and wmem* files.
Do the same for the non-wcs*/wmem* files while I'm here.

# 9d3618b9 16-May-2001 Ruslan Ermilov <ru@FreeBSD.org>

Unbreak world; _DIAGASSERT macro is not available in FreeBSD.

# 9829d36a 15-May-2001 Takuya SHIOZAKI <tshiozak@FreeBSD.org>

initial import of locale insensitive wcs* and wmem* functions.

Obtained from: NetBSD and Citrus.
