still runs, but do not allow new software to link against it.

(The compatability/legacy implementation must not be static so that
the symbol and in particular the compat sym gets@FBSD_1.0 make it
into libc.)

Add new gets_s(3) stdio function.

This implements the gets_s(3) function as documented at
http://en.cppreference.com/w/c/io/gets. It facilitates the

Consistently mark std(in|out|err) with .Dv, because that's how they
are marked up in stdio(3), and because they are defined expressions
of type "FILE *".

Add restrict type-qualifier.

Cross-reference between byte and wide-character stdio functions. Remove
references to fputwc() and fgetwc() being macros while I'm at it.
