Update libc++ and libc++experimental Makefiles, add libc++fs Makefile,
and update OptionalObsoleteFiles.inc for new additions.

Merge ^/head r318560 through r318657.

Add PICFLAG to build libc++experimental.a, so it can be used in all
situations.
