Minimize libc++ errno-related header diffs with upstream
In commit 88640c0e8b6f5 the new EINTEGRITY errno value was added, and this caused us to carry a patch for upstream libc++ since that time. Because it can cause merge conflicts when importing libc++ code from upstream, I have submitted an upstream pull request to get most of that patch integrated.
It turns out that we do not need the errno.h part of it at all, since all supported FreeBSD versions define EOWNERDEAD and ENOTRECOVERABLE, and therefore the block that juggles with ELAST values is never used in FreeBSD. At the moment it only applies to older versions of Linux, or possibly other platforms.
Therefore the only part that needs to stay is the definition of a enum errc value for EINTEGRITY, and this is made optional upon EINTEGRITY being defined, to make it suitable for upstreaming.
No functional change is intended.

Reapply r343111 (partially, by mckusick):
Create new EINTEGRITY error with message "Integrity check failed".
An integrity check such as a check-hash or a cross-correlation failed. The integrity error falls between EINVAL that identifies errors in parameters to a system call and EIO that identifies errors with the underlying storage media. EINTEGRITY is typically raised by intermediate kernel layers such as a filesystem or an in-kernel GEOM subsystem when they detect inconsistencies. Uses include allowing the mount(8) command to return a different exit value to automate the running of fsck(8) during a system boot.
These changes make no use of the new error, they just add it. Later commits will be made for the use of the new error number and it will be added to additional manual pages as appropriate.

Move all sources from the llvm project into contrib/llvm-project.
This uses the new layout of the upstream repository, which was recently migrated to GitHub, and converted into a "monorepo". That is, most of the earlier separate sub-projects with their own branches and tags were consolidated into one top-level directory, and are now branched and tagged together.
Updating the vendor area to match this layout is next.
