Retire WITHOUT_CXX option
Several important base system components are written in C++, and the WITHOUT_CXX option produced a system that was not fully functional. Just accept this, and remove the option to build without C++ support.
This reverts commit adc3c128c6603054586a993d117e5dd808deac17.

cddl/*: add a WITH(OUT)_DTRACE option
Add an option to enable/disable DTrace without disabling ZFS. New architectures such as CHERI may support ZFS before they support DTrace and the old model of WITHOUT_CDDL disabling both wasn't helpful.
For compatiblity, the CDDL option remains and WITHOUT_CDDL implies WITHOUT_DTRACE. WITHOUT_DTRACE also implies WITHOUT_CTF.
As part of this change, largely convert cddl/*/Makefile to using the more compact SUBDIR.${MK_<FOO>}+= form rather than using intermediate variables.

build: remove LIBPTHREAD/LIBTHR build options
WITHOUT_LIBTHR has been broken for a little over five years now, since the xz 5.2.0 update introduced a hard liblzma dependency on libthr, and building a useful system without threading support is becoming increasingly more difficult.
Additionally, in the five plus years that it's been broken more reverse dependencies have cropped up in libzstd, libsqlite3, and libcrypto (among others) that make it more and more difficult to reconcile the effort needed to fix these options.
Remove the broken options.

lib/Makefile share/mk/bsd.libnames.mk share/mk/src.libnames.mk Add libdevdctl to the build. It's a private library, unusable by out-of-tree software.

etc/mtree/BSD.tests.dist Add a directory for zfsd's unit tests

sys/cddl/contrib/opensolaris/uts/common/fs/zfs/vdev.c Fix the resource.fs.zfs.statechange message. It had a number of problems:
It was only being emitted on a transition to the HEALTHY state. That made it impossible for zfsd to take actions based on drives getting sicker.
It compared the new state to vdev_prevstate, which is the state that the vdev had the last time it was opened. That doesn't make sense, because a vdev can change state multiple times without being reopened.
vdev_set_state contains logic that will change the device's new state based on various conditions. However, the statechange event was being posted _before_ that logic took effect. Now it's being posted after.
