Correct use of .Nm. Add rcsid.

Import Lite2's src/bin. All files in src/bin are off the vendor branch,
so this doesn't change the active versions.

/etc/netstart -> /etc/rc.network
Use __progname in usage string. Change usage string to match the man page.
