Included are updates for all relevant manpages and also to /etc files, creating a new /var/log/security. Nothing in the system logs to /var/log/security yet as of the time of this commit.

Finally add the ability to syslogd to pipe particular messages through an arbitrary filtering command. Idea stolen from IRIX.
This code is courtesy of the interface business GmbH, Dresden.
Comment about whether to also merge this into 2.2 or not, please.
