sysctl: remove CONFIG_PROC_SYSCTL, it just mirrors CONFIG_SYSCTLCONFIG_SYSCTL used to make sense as a separate hidden bool before commit61a47c1ad3a4 ("sysctl: Remove the sysctl system call"); it was selectedby both CONFIG_SYSCTL_SYSCALL and CONFIG_PROC_SYSCTL.Today CONFIG_PROC_SYSCTL is the only selector, so the two are alwaysequal. treewide: replace '---help---' in Kconfig files with 'help'Since commit 84af7a6194e4 ("checkpatch: kconfig: prefer 'help' over'---help---'"), the number of '---help---' has been graduallydecreasing, but there are still more than 2400 instances.This commit finishes the conversion.
