arm64: mpam: Select ARCH_HAS_CPU_RESCTRLEnough MPAM support is present to enable ARCH_HAS_CPU_RESCTRL. Let itrip^Wlink!ARCH_HAS_CPU_RESCTRL indicates resctrl can be enabled. It is enabled by thearch code simply because it has 'arch' in its name.This removes ARM_CPU_RESCTRL as a mimic of X86_CPU_RESCTRL. We can't usethese directly as we play tricks with the 'MBA' resource, picking the MPAMcontrols or monitors that best apply. We may export the same component asboth L3 and MBA.Add mpam_resctrl_res[] as the array of class->resctrl mappings we areexporting, and add the cpuhp hooks that allocated and free the resctrldomain structures.
