Read vGPU mode, detect and store vGPU      state.    - Set RMSetSriovMode registry entry and reserve the larger WPR2 heap      required when vGPU is enabled.    - Build SetRegistry entries dynamically.  - TLV firmware image format:    - Add a TLV (type-length-value) parser for the new firmware image      format. Keepbaremetal boots on the existing heap sizing path, and use the 570.144vGPU default heap binding only when vGPU is enabled.
