When Manage DNS Service States is in the Authorizations Include column, it grants the authorization to temporarily enable or disable, refresh, restart, move to another state, or bring online from a maintenance state the DNS daemon.

If Manage DNS Service States is grayed, then you are not entitled to Add or Remove this authorization.
