When ZFS Storage Management is in the Rights Included column, it grants the right to use commands needed to manage ZFS Storage Pools. This includes creating and destroying pools, adding and removing devices, replacing devices, an importing and exporting storage pools.

If ZFS Storage Management is grayed, then you are not entitled to Add or Remove this right.
