When Network Interface Configuration is in the Authorizations Included column, it grants permission to create/delete/show network IP interfaces on data-links. It also grants permission to set/reset/get tunables on protocol modules.

Note that querying configuration information on Network IP interfaces or the protocol module properties doesn't require the Network Interface Configuration authorization.
