The Primary Administrator right has all the rights of the root user, including the rights to access all administrative functions, to grant rights to other administrators, and to create and change the rights associated with administrative roles. The Primary Administrator also has the right to delegate to others the ability to assign users to roles, rights to roles, and rights to users.
If Primary Administrator is grayed, then you are not entitled to Add or Remove this right.
